They are readily available and the drivers are usually fluent in English and are eager to help tourists.  The prices are also comparable to North American cities. If you are not sure where you want to go out for dinner, shopping or attractions, all hotels have concierges that will be glad to assist you. The hotel bellman is also a good source for local information. Ask one of them where they would take their wife out for a nice dinner and you will surely get a good recommendation for a local establishment that serves good local food and will not break your vacation budget. Car rental in Puerto Rico is the best way to explore the island on your own. However, if you are staying in Metropolitan San Juan, taxis are tops.   The roads in and around San Juan are crowded and difficult to get around but once you leave the city a rental car is the best way to get around. The roads are well marked and easily managed. With the benefits of a GPS they are made even easier.
